The supply of weapons to Iraqi Kurdistan comes as Kurdish fighters struggle to stem advances by militants from the Islamic State, an al Qaeda offshoot. The sources said the weapons were supplied by the Central Intelligence Agency but that the Department of Defense may soon start arming the Kurdish fighters, who regained control of two strategic towns in northern Iraq on Sunday with help from U.S. airstrikes. Weapons have also been shipped in three deliveries from the Iraqi government in Baghdad to Arbil, consisting mostly of AK-47 assault rifles and ammunition, the U.S. officials said.

Russian President Vladimir Putin said earlier on Monday that Russia was sending an aid convoy to eastern Ukraine despite Western warnings not to use humanitarian help as a pretext for an invasion. "Today (Monday) the ICRC met with the Ukrainian and the Russian authorities and shared a document which specifies the manner in which such an operation could take place," it said. This required agreement by all sides that the ICRC would be allowed to deliver the aid with due respect for its fundamental working principles of neutrality, impartiality and independence.

The crew of the cargo vessel Manukai was trying to help the three people on the 42-foot sailboat get onto a life raft, said a U.S. Coast Guard spokeswoman, Petty Officer Melissa McKenzie. This follows previous rescue attempts that failed because of rough weather in the area about 415 miles northeast of the Hawaiian island of Oahu, McKenzie said. The crew of the sailboat, which is named the Walkabout, sent out a distress signal on Sunday morning as Hurricane Julio moved across the Pacific Ocean near the Hawaiian archipelago, according to the Coast Guard.

The task force set up by the United Nations' International Civil Aviation Organization (ICAO) and including members of the airline industry and other aviation groups meets for the first time on Thursday and Friday in Montreal. The task force has been asked "to consider the need for enforceable compliance provisions for the identification and dissemination" of information about risks to civil aircraft. Interpol, the international police body, as well the U.N. and African Union counterterrorism committees, have been invited to join the task force, according to the documents.

The move means that Coutts, founded in the 18th century and best known as banker to Queen Elizabeth, could be split into two businesses - one based in Britain and one in Zurich from where it runs operations in Hong Kong, Singapore, Abu Dhabi and Dubai that manage nearly $36 billion in client assets. RBS has attracted a variety of offers from a range of bidders including unnamed Asian and North American parties for Coutts International, two sources with knowledge of the operation said. The sale could net RBS between $720 million and $1.1 billion, based on a multiple of 2 to 3 percent of assets under management, said a third person with knowledge of the matter.
