Venezuela moves to empty Tower of David skyscraper slum

Picture taken at the Tower of David, an abandoned skyscraper in Caracas originally intended to be an office building that became a 'vertical slum', during its evicition on July 22, 2014Venezuelan authorities on Tuesday began moving residents out of the Tower of David, a Caracas skyscraper so notorious as a haven for squatters and gangs it was depicted in the US TV series "Homeland." More than 100 families were ushered out of the unfinished 45-story building, the start of an operation by military authorities to clear a longtime symbol of festering poverty and lawlessness in the heart of the Venezuelan capital. Its construction halted in 1993 after a financial crisis and the death of its owner, investor David Brillembourg, the building was taken over in 2007 by gangs and homeless people with the blessings of the government of President Hugo Chavez. Stories about the crime-ridden haven inspired "Homeland" writers to make the Tower of David a place of refuge for anti-hero Nicholas Brody, who -- running from US authorities in the last season of the hit show -- turns up there wounded and in the care of a shadowy network of Venezuelan drug traffickers.

Detroit workers, retirees give bankruptcy plan a boost

Posted: 22 Jul 2014 11:54 AM PDT

'Detroit' is seen on the top of an iron man-hole cover on a street in DetroitDetroit will head into the critical phase of its historic bankruptcy case next month with the backing of an overwhelming majority of its active and retired workers and with opposition from a small, hard-core group of hold-out creditors. It puts U.S. Judge Steven Rhodes in a position to impose the plan to adjust $18 billion in debt on objecting creditors or for the city to settle with those creditors. "The judge can cram down the dissenters upon a showing that the plan does not discriminate unfairly against them, and is fair and equitable to them," Laura Bartell, a law professor at Wayne State University in Detroit, said on Tuesday. City workers and retirees would see smaller pension reductions under the so-called grand bargain, which taps $466 million pledged by philanthropic foundations and the Detroit Institute of Arts over 20 years and $195 million from the state of Michigan to ease pension cuts and save art work from being sold to pay city creditors.

Germany's Foreign Minister Frank-Walter Steinmeier attends a meeting with BMW executives in Mexico CityBy Justyna Pawlak and Adrian Croft BRUSSELS (Reuters) - The European Union threatened Russia on Tuesday with harsher sanctions over Ukraine that could inflict wider damage on its economy following the downing of a Malaysian airliner, but it delayed action for a few days. Efforts to forge a united front were hampered by a French announcement that the planned delivery of a warship to Moscow would go ahead despite U.S. and British pleas to halt it. At a meeting in Brussels, EU foreign ministers for the first time raised the possibility of restricting Russian access to European capital markets, defence and energy technology, asking the executive European Commission to draft proposals this week. Such sanctions would require the approval of all EU governments and would apply only if Moscow does not cooperate with an international investigation into the Malaysia Airlines plane crash in an area of eastern Ukraine controlled by Russian-backed separatists, and if it fails to stop weapons flowing into the country.
