In a historic shift away from Russia, Ukraine, Georgia and Moldova last month signed political and free-trade agreements with the European Union that have been at the center of months of conflict and hundreds of deaths. Russia warned of "grave consequences" following the signing of the accords, which undermine Moscow's ability to create its own trade bloc with the former Soviet states, and has taken what Brussels says are retaliatory steps by blocking Moldovan wine and European meat exports.

US lab mixed up potent flu strain

Posted: 11 Jul 2014 12:47 PM PDT

Viles in a laboratory wait to be tested in College Park, Maryland on September 15, 2011The United States' top public health agency revealed Friday a series of alarming incidents in which dangerous biological agents including anthrax, influenza and botulism were mishandled over the past decade. The latest revelation involved a mistaken contamination of a mild flu strain with a deadly type of H5N1 bird flu, which was then shipped from the Centers for Disease Control and Prevention (CDC) in Georgia to a separate government lab, authorities said. The flu incident came in the same week as the discovery of forgotten smallpox vials at a separate US government lab near the US capital, and followed admissions of mishandled anthrax at a CDC lab in Atlanta last month. In addition to the three incidents so far this year, the CDC acknowledged three more in the past decade in which biological materials were shipped without being properly inactivated, including anthrax and Clostridium botulism in 2006, and in 2009 a contagious strain of Brucella, which causes an infectious disease known as brucellosis.

"Americans deserve better than this," the men wrote, adding that despite their political differences they would be able to draft a bill acceptable to each of them. Portugal's PM tries to soothe investors; BES says can cover any losses

Posted: 11 Jul 2014 12:43 PM PDT

A man uses an automated teller machine of Portuguese bank Banco Espirito Santo in downtown LisbonBy Sergio Goncalves and Laura Noonan LISBON (Reuters) - Portugal's government and central bank assured investors on Friday that the southern European country's financial system was sound, aiming to quell worry about the spillover effects of trouble at the Espirito Santo business empire. "It is important that Portuguese and foreign investors... remain calm about the bank and our financial and banking system," Portuguese Prime Minister Pedro Passos Coelho told reporters in Lisbon. Recent disclosures of financial irregularities at a web of family-held holding companies behind Portugal's largest listed bank, Banco Espirito Santo, have raised questions about potentially destabilizing losses at the bank and other companies in the family's orbit. In a statement late on Thursday night, BES insisted that any losses relating to the bank's 1.15 billion euros exposure to Espirito Santo holdings would not put it at risk.
