In Kiev, acting president Oleksander Turchinov declared a much-needed victory over pro-Russian rebels by saying the air base had been "liberated". A senior Ukrainian officer told the unarmed crowd that he had come to direct an "anti-terrorist operation" that Turchinov announced earlier in the day, after more than a week of missed deadlines set by Kiev for armed pro-Moscow activists to end occupations of public buildings in some 10 places in the east. Ukraine's state security service said an "anti-terrorist" operation was also in progress against separatists in the nearby town of Slaviansk but there was no immediate evidence of action.

Frazier Glenn Cross, 73, who also goes by the name Glenn Miller, likely will face federal charges that also could carry the death penalty in the killings Sunday afternoon in Overland Park, Kansas, an upscale suburb of Kansas City, Missouri. Cross was known by law enforcement and human rights groups as a former senior member of the Ku Klux Klan movement and someone who has repeatedly expressed hatred for Jewish people.

Ukraine's actions against pro-Russian militiamen in the country's eastern region are justified because of the threat to law and order, the White House said on Tuesday. With rising concern at Russia's role in stirring unrest, the United States is "seriously considering" new sanctions against Russia, but is not considering providing lethal aid to Ukraine, White House spokesman Jay Carney said at a briefing. Carney praised the Kiev government for saying it intends to move forward gradually and responsibly with a military operation it begun on Tuesday against militiamen in Russian-speaking eastern Ukraine. He urged caution, however, and said tensions could be defused if Russia would pull its troops back from the border, cease support for separatist activities, and engage in negotiations.

The town of Kramatorsk is one of 10 localities in Ukraine's Russian-speaking east where separatist rebellions have broken out. The move suggested Ukraine's authorities were going ahead with a plan for a broad military crackdown to end the unrest which began 10 days ago. Separately, the state security service announced a similar operation was under way in the town of Slaviansk, about 20 km (13 miles) away where pro-Russia militants are occupying state buildings to push their demands for referendums on the status of Ukraine's eastern regions.
