States can ignore race in university admissions: US top court

Posted: 22 Apr 2014 12:52 PM PDT

This photo taken November 6, 2013 shows the US Supreme Court in WashingtonThe US Supreme Court ruled Tuesday that states can disregard race as a factor in university admissions, in a fresh blow to a legacy of the 1960s civil rights movement. The 6-2 ruling upheld the constitutionality of a measure passed by referendum in Michigan that disallowed so-called affirmative action in college admissions. Effectively favoring voter initiatives over the courts, the decision was expected to have repercussions far beyond Michigan -- governors of Arizona, Alabama, Georgia, Oklahoma and West Virginia had supported Michigan's appeal. The ruling was the latest to chip away at a practice used to promote racial and ethnic diversity of university student bodies while countering the effects of racial discrimination.

Syria's chemical weapons wild card: chlorine gas

Posted: 22 Apr 2014 12:52 PM PDT

A man breathes through an oxygen mask inside a field hospital in Kfar Zeita village in the central province of HamaBy Oliver Holmes BEIRUT (Reuters) - Chlorine gas attacks in Syria this month, if proven, expose a major loophole in an international deal to remove chemical weapons from the war-torn country and suggest chemical warfare could persist after the removal operation has finished. President Bashar al-Assad agreed with the United States and Russia to dispose of his chemical weapons - an arsenal that Damascus had never previously formally acknowledged - after hundreds of people were killed in a sarin gas attack on the outskirts of the capital last August. The government blamed the rebel side in Syria's civil war, which is now in its fourth year. Syria has vowed to hand over or destroy its entire arsenal by the end of this week, but still has roughly 14 percent of the chemicals it declared to the Organisation for the Prohibition of Chemical Weapons (OPCW).

Michigan affirmative ban is OK, Supreme Court says

FILE - This Sept. 19, 2013 file photo shows Supreme Court Justice Sonia Sotomayor speaking at the University of Delaware in Newark, Del. The Supreme Court on Tuesday upheld Michigan's ban on using race as a factor in college admissions. The justices said in a 6-2 ruling that Michigan voters had the right to change their state constitution to prohibit public colleges and universities from taking account of race in admissions decisions. The justices said that a lower federal court was wrong to set aside the change as discriminatory. In dissent, Sotomayor said the decision tramples on the rights of minorities, even though the amendment was adopted democratically. WASHINGTON (AP) — A state's voters are free to outlaw the use of race as a factor in college admissions, the Supreme Court ruled Tuesday in a blow to affirmative action that also laid bare tensions among the justices about a continuing need for programs that address racial inequality in America.

Syria chemical disarmament gathers pace as new claims emerge

Under the terms of a US- and Russian-brokered deal which averted the threat of US military action last year, Syria faces a June 30 deadline to destroy its chemical stockpiles. The West blamed President Bashar al-Assad's regime but the government said rebels were behind it. The latest reports come as Syria, announced plans to hold a presidential election on June 3, despite the three-year war raging across the country.

UKIP launches European election campaign amid racism row

A pedestrian passes a United Kingdom Independence Party European elections campaign poster in Vauxhall, central LondonBy Andrew Osborn LONDON (Reuters) - UKIP launched its campaign for next month's European elections on Tuesday and fended off accusations that its posters were racist and its anti-immigration rhetoric hypocritical. With polls showing the UK Independence Party will come second in the May 22 election, ahead of Prime Minister David Cameron's Conservatives but behind the opposition Labour Party, UKIP hopes to attract enough extra votes to win the ballot outright. Party leader Nigel Farage has said such a victory would trigger a "political earthquake", putting UKIP in a position to win its first seats in the British parliament in 2015 and piling pressure on the three main parties to sever Britain's ties with the European Union. UKIP wants Britain to leave the EU and an end to "open door" immigration, particularly from inside the 28-nation bloc.

Moyes axed by Man Utd after season of failure

Moyes looks on during a news conference at Old TraffordBy Mitch Phillips LONDON (Reuters) - Manchester United's succession planning for life after Alex Ferguson was left in tatters on Tuesday when manager David Moyes was sacked after 10 troubled months of failure and frustration at a club used to seamless success. Moyes, appointed with a six-year contract on the direction of retiring fellow-Scot Ferguson last July after 11 years at Everton, did not even get to complete his first season as the club's American owners, the Glazer family, ran out of patience. Announcing his departure in a terse, two-line statement, United thanked Moyes for "the hard work, honesty and integrity he brought to the role" at Old Trafford but his spell in charge will be remembered more for dire performances, humiliating defeats and a failure to qualify for the all-important Champions League for the first time since 1995/96. United have lost six home league games, won only one match in 12 against the Premier League's top six and will finish outside the top four for the first time since 1991.

Senator Blumenthal wants to quiz former GM CEOs on recalls

Posted: 22 Apr 2014 12:28 PM PDT

Former General Motors CEOs and other executives should be called to testify to the U.S. Congress about the company's slow response to defective ignition switches in cars that have been linked to at least 13 deaths, a Democratic senator said on Tuesday. Senator Richard Blumenthal of Connecticut, an outspoken member of the Senate Commerce Committee that is investigating GM, said there are "a whole set of questions on why there were so many delays in taking action to remedy this situation" that are still unanswered by the Detroit automaker. "Of course we have to go back to the prior CEOs" who headed GM before this year's recall of 2.6 million automobiles, he said. The recalled vehicles have ignition switches that can unexpectedly slip out of the "run" position, shutting off engines, disabling air bags, power steering and power brakes.

Ukraine president calls for new anti-rebel offensive as crisis deal falters

U.S. Vice President Joe Biden and Ukraine's Prime Minister Arseny Yatseniuk attend a media briefing in KievBy Alastair Macdonald and Darya Korsunskaya KIEV/MOSCOW (Reuters) - Ukraine's acting president Oleksander Turchinov called on Tuesday for government forces to relaunch an offensive against pro-Russian rebels after a local politician from his own party was found dead with signs of torture. Kiev's first push failed last week to retake one of the towns in the mainly Russian-speaking east occupied by the separatists, and its military has largely suspended operations since the United States, Russia, Ukraine and European Union signed a deal in Geneva last week intended to calm the crisis. But the agreement is already in trouble, with Washington and Moscow putting the onus on each other on Tuesday to ensure that it is implemented, including a stipulation that the rebels must disarm and leave the government buildings they have occupied. One was that of Volodymyr Rybak, a member of Turchinov's Batkivshchyna party, who had recently been abducted by "terrorists", he said in a statement.
