U.S. says Afghan security pact must be signed by year end Posted: 21 Nov 2013 12:44 PM PST A security pact between the United States and Afghanistan needs to be concluded by the end of the year and it is neither "practical nor possible" to delay its signing beyond that time, the State Department said on Thursday. State Department spokeswoman Jen Psaki said the United States was trying to clarify remarks by Afghan President Hamid Karzai on Thursday that the bilateral security agreement could not come into effect until after next year's election in April.
Afghanistan wants to delay crucial U.S. security deal Posted: 21 Nov 2013 12:44 PM PST By Hamid Shalizi and Jessica Donati KABUL (Reuters) - President Hamid Karzai told his countrymen on Thursday a vital security pact with the United States should not be signed until after Afghanistan's presidential election next April, prompting the White House to underscore its demand for a year-end deadline. Karzai's surprise move, which came just a day after U.S. Secretary of State John Kerry said the pact's language had been agreed upon, suddenly threw its future into question and seemed certain to reignite tensions with Washington. The Afghan leader spoke to about 2,500 tribal elders and political leaders from across Afghanistan gathered in the capital for a Loya Jirga, or grand council, to debate whether to allow U.S. troops to stay after the planned 2014 drawdown of foreign forces.

Climate talks in trouble as green groups walk out Posted: 21 Nov 2013 12:37 PM PST Exasperated green groups walked out of faltering UN climate talks in Warsaw on Thursday as rich and poor nations bickered about who must do what to curb planet warming. Negotiators were at loggerheads on the penultimate day of talks over divvying up responsibility for cutting greenhouse-gas emissions and scaling up aid to poor states vulnerable to climate change effects. "The Warsaw climate conference, which should have been an important step in the just transition to a sustainable future, is on track to deliver virtually nothing," said a statement announcing the groups' decision to "voluntarily withdraw". The signatories are Greenpeace, WWF, Oxfam, ActionAid, the International Trade Union Confederation and Friends of the Earth.
