EU 'disappointed' after Ukraine scraps plan to sign historic deal

Posted: 21 Nov 2013 12:39 PM PST

Pro-EU deputies of the Ukrainian opposition block the parliament tribune as a sign of protest after a plan to sign a historic EU deal was scrapped in Kiev on November 21, 2013Ukraine on Thursday halted preparations to sign a landmark trade and political agreement with the European Union this month, in a dramatic development Brussels said came as "a disappointment". The suspension of the high-profile talks, announced in a government decree, came after Moscow piled pressure on Kiev to step back from closer integration with the EU bloc. Kiev's turnaround was announced after lawmakers again failed to agree legislation that would allow jailed former premier Yulia Tymoshenko to go abroad for medical treatment -- a key condition set by EU leaders for the signing of the Association Agreement. Inking the deal with the EU at a Vilnius summit next week would have marked Kiev's break from historic master Moscow, which had repeatedly warned of trade retaliation if it was signed.

Democrats ditch historic U.S. Senate rule blamed for gridlock

Posted: 21 Nov 2013 12:12 PM PST

Senate Majority Leader Harry Reid speaks to the media about healthcare in WashingtonBy Thomas Ferraro and Richard Cowan WASHINGTON (Reuters) - The Democratic-controlled U.S. Senate, in a historic and bitterly fought rule change, stripped Republicans on Thursday of their ability to block President Barack Obama's judicial and executive branch nominees. On a nearly party-line vote of 52-48, Democrats changed the Senate's balance of power by reducing from 60 to 51 the number of votes needed to end procedural roadblocks known as filibusters against presidential nominees, except those for U.S. Supreme Court judges. Obama, a former Senator, praised the action, calling the filibuster "a reckless and relentless tool to grind all business to a halt." The rule, which has become a symbol of Washington gridlock, has survived dozens of attacks over the years largely because both major political parties like to use it whenever they are in the minority in the Senate. The rule change, which does not apply to legislation, will speed up the confirmation of Obama appointments to the courts as well as to cabinet and regulatory agencies.
